Predatory-Profiteers, Bad Science, & Wild Horses

Predatory-Profiteering in Wild Horse or Wildlife Management on our Federal/Public Lands, is not, nor ever has worked. Rather, what we see instead, is incomplete government science, and incompetent and even destructive corporate non-profits and corporations’ alike, create their science for their “specific purposes” – False-Narratives and outright lies, remain very common in their rush to obtain tremendous amounts of taxpayer money . . .

More often than not, very destructive to both our Wildlife as well as our “Nations”
 Forests and Rangelands. We can go back decades, as this problem has been ignored this long — see Phantom Forests White Paper / Investigations – Horses to Slaughter Investigation – Savage Salvage Investigation of our Public Lands and wasteful Management by DOI/BLM. . . All of which, in the past, simply ignored by government, even though referenced in the Government’s Accountability Reports to politician’s at that time, about our Public Lands and Forestry being mismanaged, and being important to our future ecology and environmental complex . . . So here we are today – the utter destruction of our Public Lands and Forests now ongoing yearly – many of the investigative reports “CONFIRMED” . . . Yet, still ignored.


We also see a lot of unqualified-people, as they scurry under the pretense of unscientific-paradigms, who also take part in the Predatory-Profiteering Management of our Nation’s Wildlife and Wild Horses. This is due to the tremendous amounts of taxpayer dollars available for such irresponsible and entirely unsuccessful ongoing activity – or, for taxpayer money and Federal Grants (for example, the evidence points toward many Predatory-Profiteers in corrupted Wild Horse Non-Profits, as well as Wildlife Advocacy; and, in truth, an unneeded rise in government agency spending, with no success to show, as evidence, of its necessity to spend any taxpayer money what so ever.

Socioeconomics, for example, bears the burden of having “no evidence” (as Federal Court Judge’s have demanded the evidence, or confirmation, of their numbers & data, yet none-provided over the years); which, they have none at all, to show the numbers they use as “assumptive-profits for the Taxpayer’s in America” from e.g. Welfare Ranching on Public lands. Their programs, and their false-narratives, simply do not work, but government profiteers and non-profits insist it does . . . yet, still supply the public no credible evidence . . . but rather, a tremendous amount of false-narratives and outright lies.

Credible Evidence is abundant, showing just how bad scientific research and technical reports supposedly accomplished on our Public Lands, has changed our domestic landscape; which is, i.e. inclusive of, Global Warming. It is not fictitious, but rather a fact provided by good science. Grazing of commercial cattle (i.e. taxpayer’s pay $521 Billion dollars in the past 20 years for welfare ranching subsidies) on Public Lands, ignored – as credible evidence shows, quite specifically — it is “Cattle”, and “Not” Wild Horses nor Wildlife being “Over-Populated”, that directly relates to the current destruction” upon our Public Lands & Forests.

Welfare Ranching remains as a mere 4% of domestic cattle ranching grazed commercially upon Public Lands, and with market-sales receipts (i.e. USDA) still less, consistently over the years, than 1% in domestic Sales. Throw-Away Margins (i.e. USDA) domestically and from grocery outlets, remain anywhere from 24% to 32% yearly – which shows us, also, there is “No Need For Welfare Ranching, nor, their subsidies from taxpayer money to support it, that is being Forced Upon Our Public Lands, destructively. In reality, destroying our Public Lands. . .”

Here is how the DOI/BLM handled the situation in 2010, and is alive and well today, as showing us all, as taxpayer’s, a paramount failure to manage our Public Lands appropriately and successfully – keep in mind this is only one example of many more:

Washington, DC 2010 — The U.S. Bureau of Land Management is carrying out an ambitious plan to map ecological trends throughout the Western U.S. but has directed scientists to exclude livestock grazing as a possible factor in changing landscapes, according to a scientific integrity complaint filed today by Public Employees for Environmental Responsibility (PEER).  The complaint describes how one of the biggest scientific studies ever undertaken by BLM was fatally skewed from its inception by political pressure.

Funded with up to $40 million of stimulus funds, BLM is conducting Rapid Ecoregional Assessments in each of the six main regions (such as the Colorado Plateau and the Northern Great Plains) covering the vast sagebrush West.  A key task was choosing the “change agents” (such as fire or invasive species) which would be studied.  Yet when the scientific teams were assembled at an August 2010 workshop, BLM managers informed them that grazing would not be studied due to anxiety from “stakeholders,” fear of litigation and, most perplexing of all, lack of available data on grazing impacts.

Exclusion of grazing was met with protests from the scientists.  Livestock grazing is permitted on two-thirds of all BLM lands, with 21,000 grazing allotments covering 157 million acres across the West.  As one participating scientist said, as quoted in workshop minutes:

“We will be laughed out of the room if we don’t use grazing. If you have the other range of disturbances, you have to include grazing.”

The evidence goes even further. Fertility Programs’, or, as we reference the situation here, as “Predatory-Management for Profiteering” for Taxpayer Dollars and other Federal Grants, remains simply another cost to taxpayers in the $1 Billion to $2 Billion dollars range yearly; which, is yet another insignificant and unsuccessful Predatory-Profiteering Gov. Program, or a dark-abyss where taxpayer money simply disappears . . . In reality, there is no “Need” for any type of Fertility Program, as Credible Evidence shows quite well. For the past 5 years now, we have asked for evidence of any successful situation this Fertility Program has generated – we have, as yet, received no Credible Evidence anything “Saved”; nor, do we find any Management Paradigms to replaced the Bad-Science Management (I.E. EXPLOITATION AND PROFITEERING) that is ongoing, even today — right now, to “Stop” the ongoing destruction of our Federal and Public Lands domesticallyG

Then we go to yet another Predatory-Management for Profiteering Government Program, i.e. DOI/BLM/USDA Forestry, within fraudulent assumptive science, mandatory by Law, by the way, to be accurate and current, to prevent Public Lands Destruction from antiquated science or range-forestry management paradigms that did not work well. We find supposed “Current Management Paradigms” “not accurate” at all, but rather, Fraudulent information and data, copied from data previously found to be inaccurate and non-scientific, or, a lot of data missing. This is not a harmless situation, as it contributes tremendously, to be the leading factor in generating “Roundups of Wild Horses” off of our Public Lands. It is not-of-science, yet a leading factor in “government budget origination and budget decision-making”, at over $1 Billion dollars yearly. To say this type of management of our “Nation’s” Wild Horses is unsuccessful, remains an understatement, for at least 20 to 30 years now. Imagine the amount of wasted-taxpayer money involved over the previous 30 years . . .

These were shown as unnecessary roundups, and at that time costing $1.4 million for the roundup, and another (oddly) $235,000 to sell at public sales and auctions (as their budget shows from govspend.org) We see the DOI/BLM spend taxpayer dollars very frivolously, irresponsible, and without anyone taking responsibility for the useless expenditures and improper management.

34 Wild Horses Produce 132 Foals in One Year?

Bureau of Land Management Again Releases Fraudulent Population Statistics for Wild Horses and Burros Without Using Science or Evidence and the U.S. Office of the Inspector General Refuses to Investigate

The Bureau of Land Management (BLM) recently posted their annual Wild Horse and Burro Herd Statistics. As in previous years, BLM’s report is full of false and biologically impossible population growth data. BLM’s fraudulent population statistics impact wild horse and burro herds by triggering unwarranted and excessive roundups due to over-inflating the populations. 

Why is it important to expose this fraud? Because BLM uses the fraudulent population statistics to convince Congress and the public that an overpopulation crisis of wild horses and burros exists. Given the “crisis,” the BLM then requests millions of dollars in funding to capture and remove thousands of wild horses and burros from their legal range or, alternatively, to sterilize them. The fraudulent population statistics reflect BLM’s corruption yet, the agency has continually lacked oversite as if it were supplying true data. The following charts and data show that their population statistics were released without evidence of science and is false and biologically impossible.

Here are several charts of the fraudulent population statistics that BLM reported for the reporting-year beginning March 1, 2022, and ending February 29, 2023:

CHOKE CHERRY Herd Management Area (HMA) BLM shows a 388% increase in ONE year which would require the herd of 34 horses produce 132 successful foals in one year which would necessitate that every single horse – including the stallions – have more than three surviving foals in one year. Biologically impossible

KINGTOP Herd Management Area (HMA) BLM shows a 233% increase in ONE year which would require the herd of 3 horses produce 7 successful foals in one year which would necessitate that every single horse – including the stallions – have more than two surviving foals in one year. Biologically impossible

Mt ELINOR Herd Management Area (HMA) BLM shows a 287% increase in ONE year which would require the herd of 30 horses produce 86 successful foals in one year which would necessitate that every single horse – including the stallions – have more than two surviving foals in one year. Biologically impossible

ADOBE TOWN Herd Management Area (HMA) BLM shows a 178% increase in ONE year which would require the herd of 610 horses produced 1083 successful foals in one year which would necessitate that every single horse – including the stallions – have more than one surviving foal in one year. Biologically impossible

LITTLE COLORADO Herd Management Area (HMA) BLM shows a 380% increase in ONE year which would require the herd of 69 horses produce 262 successful foals in one year which would necessitate that every single horse – including the stallions – produce more than three surviving foals in one year. Biologically impossible

SALT WELLS Herd Management Area (HMA) BLM shows a 300% increase in ONE year requiring the herd of 251 horses produce 752 successful foals in one year which would necessitate that every single horse – including the stallions – produce three surviving foals in one year. Biologically impossible

WHITE MOUNTAIN Herd Management Area (HMA) BLM shows a 168% increase in ONE year requiring the herd of 205 horses produce 344 successful foals in one year which would necessitate that every single horse – including the stallions – produce more than one surviving foal in one year. Biologically impossible

HAVASUHerd Management Area (HMA) BLM shows a 163% increase in ONE year requiring the herd of 153 burros produce 249 successful foals in one year which would necessitate that every single burro – including the jacks – produce more than one surviving foal in one year. Biologically impossible

Horses and burros have an approximate 11-month gestation period but as shown above and in their statistics, BLM continually gives biologically unfeasible annual herd increases. A recent study of 5,859 wild horses from four separate areas of the western United States showed that although the average annual birth rate was about 20% the survival to the age of yearling was only half of those – therefore a maximum herd increase of only 10%. In addition, adult mortality must be factored in which therefore reduces the average herd increase to less than 10% annually.

The National Academy of Science report cited two chief criticisms of the Wild Horse and Burro Program: unsubstantiated population estimates in herd management areas (HMA), and management decisions that are not based in science (NAS, 2013). The BLM’s biologically impossible and scientifically indefensible population growth rates constitute dishonest and distorted data, which the BLM uses to mislead Congress and the American people. These false population statements are a federal crime punishable by prison and a fraudulent action against the American public in addition to being a travesty against our wild horses and burros. As shown in the above few examples, the false data provided by the BLM has been done over the course of many years disclosing not just an occasional clerical error but an ongoing fraudulent action.

Not only are these false statements misleading to Congress and to the public but the perpetrators (BLM) of these fraudulent population increases are in violation of the federal Title 18 (18 U.S.C. § 1001).Making false statements (18 U.S.C. § 1001) is the common name for the United States federal crime laid out in Section 1001 of Title 18 of the United States Code, which prohibits making false or fraudulent statements, in “any matter within the jurisdiction” of the federal government of the United States, 18 U.S. Code § 1519. Whoever, in any matter within the jurisdiction of the executive, legislative, or judicial branch of the Government of the United States, violates this federal crime shall be fined under this title, imprisoned not more than 5 years. In addition, this is a violation of the Foundation for Ethical Behavior
Executive Order 12674 which states, “To ensure public confidence in the integrity of the Federal Government, Executive Order 12674 (as amended) forms the framework for the ethical behavior required and expected of all Federal employees.”

The above stated fraudulent population statistics published by the Bureau of Land Management have been twice officially reported to the United States Office of the Inspector General and both times the Department has refused to investigate without supplying any reason or rational. It is their responsibility to investigate as specified in their statement “Anyone with knowledge of fraud waste, abuse, misconduct, or mismanagement involving the U.S. Department of the Interior should contact the Office of Inspector General”. The Office of the Inspector General responded to our official and valid complaint with the following, “the complaint you recently submitted to the Office of Inspector General has been fully reviewed. Based upon the issues raised in your complaint, it has been determined that our office will not be opening an investigation.” They provided no justification for their lack of willingness to do their job and no way to appeal their illicit lack of action.

WHY is this evidence of BLM fraud so important? Because these are fraudulent population statistics that BLM provide to the public and deliver to Congress when requesting funding for wild horse and burro capture and management plans. We all need to voice our concerns by contacting OIG and continuing to share this BLM fraud with your government representatives and the media and your friends – spread the word.
